The lower lock is, at normal river levels, much shallower than the top lock: it doesn't need the upper chamber to be completely full to have sufficent water to operate it: with a full upper lock emptying into it, an impressive amount of water can overflow the bottom gates into the river, perhaps into the front of the next waiting boat!
