This is the top chamber of the staircase locks. Originally only consisting of this chamber, small tides and low water flow often stopped the Keels from getting through. A second chamber was added to the lock, with a lower bottom cill. It's only use is to lift the boat high enough to get over the middle cill.
his lock was restored by the Driffield Navigation Amenities Association, who replaced the rotting lower gates with the steel ones in the image. The plate reads:
