Should pubs off the waterway be POI data rather than places?

We have several places where we have pubs that aren't actually on the canal but are close by. At the moment these are set as places on the canal but should they be? Or should they be places off the canal and listed as a POI?

The answer is yes, but POIs are barely functional and with the demise of satnav datasets needs completely re-implementing.
