In this case we probably delete the place and associate the amenity with the lock.
In other cases where the pub is more by itself (the SU Anchor, say) we keep the
place,but with the pub details in the amenity and with the "use symbol for place")
flag set.
Worth adding the pub into the extra info for the place if deleting it

In this case we probably delete the place and associate the amenity with the lock.
In other cases where the pub is more by itself (the SU Anchor, say) we keep the
place,but with the pub details in the amenity and with the "use symbol for place")
flag set.
